Most research institutions operate with a basic budget but are also expected to obtain contributions for research from external public and philanthropic funding. The maritime industries in the country in which the study is to be undertaken are increasingly important sources if they are sufficiently large and committed. Transnational research may benefit from international funding such as from the European Community. Crucial to any application for external funding is that the sponsor is convinced of the soundness and relevance of the research question, and the presence of appropriate professional resources for implementation. A further precondition is that the sponsor has positive expectations on responsible financial conduct. The organization applying is usually expected to demonstrate commitment by willingness to contribute to the expenses from their own funds.
